Why second term is sure for Mimiko - Akinmade
THE ability of Dr Olusegun Mimiko, the governor of Ondo State, to handle his mandate with the fear of God has been given as oneof the reasons he would be re-elected to rule the state for another four years.
The state Commissioner for Information, Mr Kayode Akinmade, while speaking in Akure, on Monday, said nothing would stop the re-election of Mimiko because he had been able to handle the mandate given to him with the fear of God and hence been able to earn the people's confidence and trust.
Akinmade said Mimiko ensured that he fulfilled his electoral promises which had earned him the confidence of the people of the state.
He said: "That Governor Mimiko will triumph at the October 20th gubernatorial election is not in doubt because he has handled themandate given to him by the people with the fear of God.
"It is obvious that the state has never had it this good under any previous government in the state. He told the people he was going to work for them and even the blind can see the enormous work he has done.
"That is why we are confident that the people would not betray him because he did not betray them."
Akinmade said the government had been able to touch every family in the state one way or the other, especially in the area ofhealth, education, tourism, and the provision of employment.
"This is the only government that has done something for the people of the state in the area of provision of shelter in the last 28years.
"The rate of unemployment of the youths has reduced drastically with the creation of Ore Agricultural Farm Village which has takena good number of our unemployed youths off the street.
"The government's Abiye programme has fetched the state a place on the world scene with the World Bank making its health initiative a benchmark for Africa"
The commissioner, who said Ondo State is the most peaceful in the country, further informed that for the first time in the history of the state, school pupils and secondary school students went to school and returned home at no cost.

Falling price of crude oil ’ll affect economy —Odu’a boss
Chairman, Board of Directors, Oodu'a Investment Company Limited, Chief Sharafadeen Abiodun Alli, has warned that if the current falling price of crude oil in the international market goes down by another $30, the Federal Government may find it difficult to implement greater percentage of the 2012 budget.
He said that if the situation persisted without any solution, the government might found it difficult, if not impossible, to pay civil servants' salaries.
Speaking with newsmen after he was turbanned as the Giwa Adeen of Yemetu and environs Muslim community, Ibadan, Oyo State, on Sunday, he said Nigerians should watch out for a more shocking revelation in the implementation of this year's appropriation act notwithstanding the recent crisis between the executive arm and the National Assembly over the unimpressive level of the funding of the budget by the executive.
He cautioned that the Federal Government might find it difficult to pay its workforce in the next six to eight months should the price of oil dropped by the estimated $30.
The Oodu'a boss regretted that the falling price of crude oil was already having its toll on the governance at states and across the 774 local government areas of the federation, because allocations were being delayed monthly, because allocation sharing is based mainly on earnings from the sales of crude oil.
With the nation's economy, Alli stressed that it was high time thegovernment diversified and developed a better and home-growneconomy in such a way that the nation would be less dependent on oil for survival.
"If the price of oil falls by about 30 dollars and continues for aboutsix to eight months, we will have serious problem in Nigeria, because the Federal Government will find it difficult to pay salary of its workers."

FG to increase oil production by 1 million bpd
THE Federal Government has announced it is making efforts to boost oil production by one million barrels per day (bpd) in the near future.
Nigeria currently produces 2.5 million barrels of crude oil per day and has a total reserve of about 36 billion barrels.
Following the speculations that the Federal Government was having financial challenges, there may be the need for the government to increase oil production, as it was the main source of revenue to the nation.
Minister of Petroleum Resources, Diezani Allison-Madueke, represented by the Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Mr Andrew Yakubu, at the 36th annual conference and exhibition of the Society of Petroleum Engineers (SPE) in Lagos, on Monday, said the Nigerian deep water and shallow water had the capacity to increase crude oil production to almost one million barrels per day in the next few years, and increase total reserve to about 40 billion barrels by 2020.
She highlighted the reform embarked by the government to reposition the oil and gas industry and the new Petroleum Industry Bill (PIB).
According to her, "critically, the Nigerian crude oil reserve is over 36 billion barrels and a current production capacity of about 2.5 billion per day, which has made Nigeria the highest supplier of crude oil in the continent."

How Senate stopped members from aviation road show
FURTHER insights into the decision of the senators not to participate in the aviation road show has revealed that only one senator mistakenly took the basic travel allowance (BTA) meant for the trip.
Investigations in the National Assembly confirmed that Senate Committee on Aviation, headed by Senator Hope Uzordin-ma, had decided not to participate in the three-nation road show, even before the story broke.
It was, however, confirmed that a senator mistakenly collected$7,000 meant as BTA for the trip.
It was learnt that the senator, a former office holder in a state, didnot confer with the committee chairman before receiving the money.
As a non-ranking senator, it was leant he did not know that he hadto confirm from his leadership before receiving any assistance forsuch a trip.
A source said when the Senate leadership got wind of the trip, it got in touch with Senator Uzordinma, who confirmed that none of his members was involved.
It was later discovered that a member had been approached by ministry officials, who had collected the BTA.
The chairman was immediately told to reach the senator in question, so that he could return the money.
Investigation further confirmed that the senator in question confirmed the receipt of the money, saying that he would return iton Monday.
On Sunday, Senate spokesman, Senator Enyinnaya Abaribe, had said the Senate was not involved in the road show, contrary to a report in a Lagos-based newspaper.

Suspense over who becomes Osun CJ
MEMBERS of the Osun State Judicial Service Commission, on Monday, met behind closed door, to discuss, among other issues, who becomes the next chief judge in the state between Justice Olubunmi Oyewole from Lagos High Court and Justice Adepele Bola Ojo, as the incumbent chief judge retires in November.
The commission is expected to forward two names to the NationalJudicial Council (NJC) and whoever is picked will take over from Justice Olaniyi Ojo.
Speaking after the meeting, the state Attorney-General and Commissioner for Justice, Mr Wale Afolabi, denied that issue of who becomes the next chief judge was ever discussed, stating that it was not on the agenda.
But a reliable source said the issue of who becomes the next chief judge was being deliberately kept secret, adding that the council wanted it to remain secret until the name was announced.
According to the source, the state governor, Mr Rauf Aregbesola, was disposed to having Justice Oyewole, an indigene of Ila-Orangun in the state, but who works in Lagos High Court as thenext chief judge.
The decision to appoint Justice Oyewole was said to have irked some senior judges in the service of the state.
The Peoples Democratic Party (PDP), in a statement issued by its head of legal services, Chief Sunday Williams, said Justice Oyewole was made a judge on May 24, 2001 during the tenure of Senator Bola Tinubu as Lagos State governor, adding that it was currently on number 33 in Lagos High Court, while he had not served in the Osun State judiciary.
Also, a group, Osun Justice Forum, in a statement issued by its coordinator, Lawal Atanda, said it was surprised to read in some newspapers that some senior lawyers in the state were in support of the move to appoint Justice Oyewole as Osun chief judge.
The forum said it would resist any attempt to import chief judge from Lagos, stressing that it was aware of a campaign group set up by some politicians to garner support for Oyewole.
The commission is expected to forward two names to the NationalJudicial Council (NJC) and whoever is picked will take over from Justice Olaniyi Ojo.

Man dies after soldiers’ brutality
Soldiers attached to the Flag House, Force Road, Lagos, have been accused of killing a 61-year-old man, Adewale Olupitan-Hazzan.
It was learnt that the soldiers who were driving in a military convoy on Ikorodu Road on July 15 went on the rampage and brutalised Adewale, a road user, for allegedly breaking the side mirror of one of the vehicles in their convoy.
It was gathered that Adewale was bundled out of his Toyota Camry and thoroughly beaten by the soldiers at the Obanikoro end of Ikorodu Road.
Adewale's younger brother, Adedotun, said his brother even up till the time of his death, insisted that he did not do anything wrong to warrant such brutality.
He said, "He said when he heard the sound of the siren, he slowed down and adjusted to pave the way for them but was taken aback when the last car in the convoy, a Peugeot 407, marked NA 01AO, parked beside him.
"He said before he knew it, the soldiers bundled him out of his car beat him up and hit him repeatedly with the butts of their guns."
Adedotun said a military officer identified simply as Capt. Peter, who was just passing by was moved by his predicament and urged the rampaging soldiers to release him.
Adedotun said, "But unfortunately Peter's intervention could not secure his release, they insisted that he must follow them to theirbase to see one of their superiors. They also took his car with them.
"However, Peter followed them to the Flag Staff House and eventually secured his release on the condition that he replaced the side mirror."
Adedotun said though Adewale, who retired as an assistant director, Nigerian Maritime Administration and Safety Agency in 2006, did not break the side mirror of the vehicle, he replaced it to allow peace to reign and later got his car released on July 16.
He said when his brother got home, he complained about nagging headache and later had a swollen head.
He said, "He received treatment at the Federal Medical Centre, Ebute Meta, before he was moved to the Lagos State University Teaching Hospital and later referred to the Lagos University Teaching Hospital.
"A brain surgery was carried out on him on July 29 after X-ray examinations revealed that he had a head trauma. He died some few hours after the operation."
A death certificate issued by LUTH dated July 29, indicated Adewale suffered from subdural hematoma following a head trauma.
The certificate signed by Dr. Alagbe, stated the primary cause of Adewale's death was "Subacute Subdural Hematoma," the secondary cause was "Cardiopulmonary failure." It added that "the disease had continued till his death."
A doctor, who craved anonymity, said the death certificate showed that there was "bleeding into the space between the dura (covering of the brain) and the brain itself."
The deceased first son, Omololu, whose wedding ceremony billed for October 20 has been suspended, said his father could not have argued with the soldiers because he had always warnedthem not to argue with armed men.
He said, "The brutality meted out to my father which eventually led to his death was unwarranted. I wonder why they threw caution to the wind and pounced on an unarmed civilian in such a manner.
"He always says 'try and avoid them, because they are troublesome and dangerous. They can go to any length to get what they want. Whenever they stop you, give to them whatever they demand for."
The deceased's elder brother, Ademola, said Adewale was an easy-going man.
He said, "He was a pillar of support for many members of the family. It's very unfortunate that his life was cut short abruptly in such a wicked manner. He was not a trouble maker."
Adewale's wife, Adedoyinsola, who spoke with our correspondent, said the soldiers had taken away her joy.
She said, "My husband's death is a big blow. He toiled day and night and now that he should be eating the fruits of his long years of labour, the soldiers took away his life for no just cause.
"This is an irreparable loss. The Nigerian Army authorities must not cover up the perpetrators of this wicked act. They should be fished out and they should allow justice to prevail."
However, the deceased's driver, Aduragbemi Soneye, said he could identify the soldier who led the attack.
He said, "My boss, myself and two of the soldiers that led the onslaught against him (Adewale) went to replace the mirror of the vehicle on July 16. My boss pointed the ring leader to me. I can identify him and one other if they are brought before me."
In a petition written by Adedotun on behalf of the family and addressed to the Special Investigation Bureau of the Nigerian Army, Arakan Barracks, Apapa, Lagos, the family demanded thatthe army authorities should investigate the incident.
The petition dated August 2 and titled, 'Death of Adewale Olupitan-Hazzan' reads in part, "From the result of the X-ray examinations and death certificate as well as the chain of events, it is obvious that the deceased who had no history of a terminal ailment died from the beating of the soldiers.
"In this circumstance, we, the family members of the deceased, are crying out for justice. We demand that the matter be thoroughly investigated and the perpetrators brought to book."
When contacted on the phone, the spokesperson for the 81 Division of the Nigerian Army, Lt. Col. Kayode Ogunsanya, said he was not aware of the incident.
"I am not aware of it. I would have to contact the Special Investigation Bureau of the Nigerian Army to get the details of the incident," he said.

Usain Bolt of Jamaica has retained his Olympic 100m
title in a hotly contested race which saw seven men
finished the race in less than 10 secs.
Bolt, though has a poor reaction to the gun set an
Olympic record of 9.63 sec at the London Olympic to
win the highly anticipated race.
"I was slightly worried about my start. I didn't want to
false start again, so I sat in the blocks a little bit…It
wasn't the best reaction in the world but I executed it
and that was the key. My coach said 'stop worryingabout the start because the best part of your race is
the end'. It worked." Bolt said after the race.
His country's man Yohann Blake who beat Bolt in the
Jamaica's Olympic trials came second with 9.75secs,
his personal best, while American's Justin Gatlin ran
9.79 secs to settle for the bronze medal.

MOSOP Tackles Amaechi on Ogoni’s Self-Autonomy
KINSMEN of Ken Saro-Wiwa, the Ogoni environmentalist who was executed by a military
dictatorship in Nigeria, have taken on the Rivers State Governor, Mr. Chibuike Amaechi, for
describing the Ogoni quest for autonomy as a ''treasonable felony''.
President of the Ogoni mass organisation,
Movement for the Survival of the Ogoni People
(MOSOP), Dr. Goodluck Diigbo, says the
governor of one of the richest oil and gas
producing states in Southern Nigeria, does not
appear to be properly informed on what the
Ogoni people are doing.
Governor Amaechi was quoted by a Lagos-
based newspaper as intimidating Diigbo by
suggesting that he was committing
"treasonable felony", which is punishable by
hanging in the same way Saro-Wiwa was
murdered.
''On Ogoni autonomy, I wish them well. Ogoni
autonomy is not achievable. The man (Diigbo)
who declared Ogoni autonomy will run into the
bush tomorrow morning. What Diigbo is doing
is treasonable felony. You do not declare
autonomy on the pages of newspapers and
magazines or on radio and television'', said
Amaechi.
But Diigbo is insisting that Article 20 (1) of the
United Nations Declaration on the Rights of
Indigenous Peoples is very clear. The Article
however, states: ''Indigenous peoples have the
right to maintain and develop their political,
economic and social systems or institutions, to
be secure in the enjoyment of their own means
of subsistence and development, and to
engage freely in all their traditional and other
economic activities''.
The MOSOP spokesman also pointed out that in Article 34, ''indigenous peoples have the
right to promote, develop and maintain their institutional structures and their distinctive
customs, spirituality, traditions, procedures, practices and, in the cases where they exist,
juridical systems or customs, in accordance with international human rights standards''.
The Ogoni people explained that by implication, ''issues pertaining to indigenous rights
cannot be dabbled into by local or regional authorities that may be in conflict with
indigenous rights, but rests with consultation with a nation state as Nigeria. We think
Amaechi is ill-informed and trying to create security problems where they do not exist. It is
this type of politician that account for the violent bloodshed and lack of effective
governance in Nigeria''.
Continuing, ''we think Amaechi needs proper advice on international matters. It is also
because of international instruments that citizens who want to livein organized society are
able to aspire to self-government, freedom and to organize and subordinate their rights.
You cannot pick and chose certain aspects of civilization and corruptly opt for primitivity as
you deem fit''.
A nd added that ''to improve the quality of political leadership in Nigeria, will require well
informed political elites and actors, and not those who rule with their entire trust rested on
the misuse of security forces''.
In the meantime, the President of Ogoni Council of Churches, Sir Mike Ibira, has said that

Embrace Islam or resign, Boko Haram tells Jonathan •Your demand laughable - President|
ISLAMIC sect, Boko Haram, has called on President Goodluck Jonathan to embrace Islam or resign from office. However, the president, on Sunday, dismissed the demand as laughable and a blackmail.
The call was contained in a Youtube video released on Saturday, showing the leader of the sect, Mallam Abubakar Shekau, also criticising President Barack Obama of the United States of America (USA) over the classification of the sect leaders as terrorists, which could lead to the seizure of his assets in the US.
"I call on you President Goodluck Jonathan, you should abandon this ungodly power, you should repent and forsake Christianity, including Obama, who said I have business interests in the United States," Shekau said in the Hausa language video.
In a reaction to the position, the president, speaking through his Special Adviser on Media and Publicity, Dr Reuben Abati, in Abuja, on Sunday, said the demand amounted to blackmail whichhe would never succumb to.
President Jonathan, according to his media aide, would not resign, based on the mandate given to him by Nigerians in the 2011 presidential poll.
He observed that it was, therefore, laughable for any group in thecountry to make such demand, moreso as the president, a Christian, was elected by both Muslims and Christians.
Abati added that "as president, Dr Jonathan is the leader of both Muslims and Christians, in fact, he is the leader of persons of all faiths.
"So, it amounts to sheer blackmail for any individual or group to ask the president of the Federal Republic of
Nigeria to convert to Islam. The president cannot be intimidated by any group or individual. The president will never resign. He has the mandate of Nigerians to serve his fatherland and nobody should imagine that he will succumb to blackmail."

Lagos airport not blacklisted by US - NCAA
Following the recent purported posting by the United States Department of Transportation (DOT)describing the Murtala Muhammed International Airport as a blacklisted airport, the Director-General of the Nigerian Civil Aviation Authority (NCAA), Dr Harold Demuren, on Sunday, debunked the report, describing the allegation as a malicious falsehood.
This is coming following the denial of the allegation by a top source from the Transportation Security Administration (TSA) of the USA, which denied any knowledge of the report.
While the faceless author of the allegation, which was posted on the internet, alleged that the report originated from the USA Secretary of Transportation, TSA, on the contrary, categorically stated that it had no idea where the report originated from.
The TSA confirmed that the last security assessment it conducted found Murtala Mohammed International Airport to be in compliance with the International Civil Aviation Organisation (ICAO) security requirements.
The TSA also said that a similar scam was posted in Venezuela two months ago, reflecting the blacklisting of its airport.
The current purported posting on Murtala Mohammed International Airport was believed to be a replica of a belated onein 1992-2000 by the Department of Transportation, USA.
NCAA, in a statement issued on the development, declared: "We wish to inform the general public to disregard the posting. Nigeria has since become a Category One nation and TSA security certification compliant, in line with International Civil Aviation Organisation (ICAO) and Nigerian Regulatory requirements."

NIPOST workers set to embark on indefinite strike
The nation may witness a disruption in postal services as from next week if the workers of the Nigerian Postal Services (NIPOST) make good their threat to embark on industrial action to protest non-payment of salaries of over 3,000 workers of the organisation.
Dropping this hint in Lagos at the weekend, the President of the Senior Staff Association of Communication Transport and Corporations (SSACTAC), NIPOST branch, Mr Daniel Apeh, stated that the association had intimated the management of the organisation and other relevant authorities of its decision to go on strike as from this week to vent its frustration about the new payment system, the Integrated Payroll and Personnel Information Staff (IPPIS) system, which had left about 3,000 of the organisation's workers without salaries since it became operational in May.
According to him, the impending strike had become imperative, since it was obvious that the management and the consultants handling the system had not demonstrated enough commitment to solving the problem despite several pleas from the association and the untold hardship the new system had brought on the workers.
'The morale at the moment within the organisation is very low, because whatever affects one affects all."

He said they were vulnerable to many dangers, while the girls were also exposed to sexual abuse.
He called for better synergy between the agency and the securityagencies in a bid to curb child abuse and human trafficking in thecountry.
Also speaking, Director, Investigation and Monitoring of NAPTIP, Ezekiel Kura, stated that war against child and human trafficking was a collective responsibility of all security agencies.
Kura explained that he and Mr Terna were in the state following the report of the arrest of 268 victims and the human traffickers in Kogi State by the JTF operatives on the Itobe-Ajaokuta-Okene road last Saturday.
He stated that before their arrival in the state, the Kogi State police command was said to have released the victims and the human traffickers without the consent of the agency.
He stated that child labour and human trafficking were big problems which should not be left for the agency alone, adding that it was the responsibility of all the traditional rulers, chiefs, village heads and parents who always volunteered their children for child labour.
The NAPTIP boss said that the agency was established primarily tocurb or possibly eradicate the child labour and human trafficking in the country.
The Director of Intelligence and International Cooperation, Mr Tsumba Terna, stated this in Lokoja, the Kogi State capital.
According to him, the agency was winning the war gradually, as he advised parents to stop sending their wards into child labour.

He said; "The Olusegun Mimiko Campaign Organisation has uncovered massive mob up of voters' cards by the opposition from unsuspecting members of the populace who are now being lured with financial inducement of between N5, 000 and N10, 000 in their desperation to win the forthcoming election at all cost when it has become crystal clear that they cannot win in a free and fair election.
"This is another of their darned plan, part of which is to visit on the state an unprecedented level of violence as they did recently in several areas of the state."

Labour queries FG for twisting fuel subsidy trial
TRADE Union Congress of Nigeria (TUC), at the weekend, challenged the Federal Government to tell Nigerians why chargesagainst some of the oil subsidy fraud suspects have been withdrawn, stressing that it would have been left for the courts of law to decide.
Its President-General, Peter Esele, who addressed newsmen at theend of the three-day National Executive Council (NEC) meeting of the union, held at Airport Hotel, Ikeja, noted that the congress expressed support for the statement of the Attorney-General of the Federation that it was not business as usual for those found guilty of the subsidy scam.
On minimum wage, the labour leader said the NEC had resolved to resist all attempts by governors to ensure the minimum wage was removed from the constitution, as the minimum wage is the fulcrum that holds the society together."

Court turns down Ogun PDP faction’s request for ex-parte injunction|
JUSTICE Mohammed Idris of a Federal High Court in Lagos has turned down a request by a faction of the Peoples Democratic Party (PDP) in Ogun State for an ex-parte injunction against some national officers of the party.
The Adebayo Dayo-led faction of the PDP in Ogun State had filed a motion on notice to commit the PDP and its national officers to prison for contempt. The applicants included one Semio Sodipo.
They had also filed an ex-parte motion seeking certain injunctions against the PDP officers as well as the Inspector General of Police and the Director-General of the Department of State Security (DSS).
According to the suit marked FHC/L/CS/347/2012, the applicants claimed to have filed the suit on behalf of themselves and the executive committee of the PDP in Ogun State.
Counsel for the applicants, Ajibola Oluyede, had urged the judge unsuccessfully to grant the ex-parte motion.
The judge, while rejecting the plea, said: "I have studied the whole file. There is absolutely no need for me to grant any injunction at this stage. Let the alleged contemnors be put on notice. I am prepared to hear the case and decide it once and for all."
Oluyede had cited series of authorities to back his position on theneed for the judge to grant temporary injunction pending the hearing of the main case but Justice Idris insisted that there was no need granting an injunction, which might never be obeyed, adding that such would only render the order of the court useless.
Also, attempts by Oluyede to convince the judge to grant an order directing the police and the DSS to provide special security for his clients were rejected by the judge on the ground that such application ought to be directed to the office of the security agencies concerned and not the court.
Justice Idris, however, granted a request by Oluyede seeking for substituted service of the processes on the alleged contemnors as well as service of the processes out of jurisdiction.
Hearing of the application was fixed for August 8, 2012.

We’re not threatened by proposed opposition alliance - PDP|
THE Peoples Democratic Party (PDP), on Sunday, took a look at the ongoing merger talks among the major opposition political parties and advised their leadership to shed their personal interests and sectional agenda, if they hope to make any headway in challenging the PDP in the 2015 general election.
The PDP said it was not threatened by such an alliance, since it remained the only truly national political party that is deeply committed to the continued existence of Nigeria.
In a statement entitled "We shall meet in Philippi," issued in Abujaby the national publicity secretary, Chief Olisa Metuh, the party, on Sunday, observed that Nigerians were capable of separating the wheat from the chaff and would know an alliance, "where vaulting personal interests will ceaselessly riot and yield no support to national stability."
Noting that the PDP had remained the symbol of national unity and progress, the statement noted that "we hear of alliance and mergers everyday. That is not new. Let us wait for 2015. The PDP is the only party that is committed to the continued existence of Nigeria and the welfare of its people.
"At the appropriate time, they will decide whether to entrust their great nation to the hands of regionalists, doomsday prophets and pro-anarchists or to the safe hands of the PDP."
The PDP said though the nation was yet to reach its destination in terms of socio-political and economic development, in the 13 years the party had spent in power, it had made significant contributions that had translated promises into tangible benefits in many respects.
The party described itself as the only political party with presencein all the electoral wards in Nigeria.

Boko Haram: CBN steps up anti-terrorism financing measures
TO effectively check the intractable activities of the dreaded Islamic sect, Boko Haram, the Central Bank of Nigeria (CBN) has introduced far reaching anti-terrorism financing and anti-money laundering measures in the financial sector.
The move, according to the apex bank, was to safeguard the nation's financial sector, particularly the banks and make them know more about their customers and those they do business with.
This is also against the backdrop of recent reports that terrorism financiers and money launderers were using some channels to carry out nefarious activities.
According to the circular, entitled "Additional Know Your Customers (KYC) requirements in respect of designated non-financial businesses and professions (DNFBPs)," signed by the Director, Financial Policy and Regulation Department, Mr Chris Chukwu, which was addressed to all banks and other financial institutions in the country, the CBN warned that all financial institutions were required, prior to establishing business relationships with DNFBPs, to obtain evidence of registration, suchas certified registration showing registration number with the Special Control Unit on Money Laundering (SCUML) of Federal Ministry of Trades and Investments.
DNFBP, according to the CBN, refers to dealers in jewelry, precious metals and stones, car and luxury goods, audit firms, taxconsultants, clearing and settlement companies, lawyers. notaries, other independent legal practitioners and chartered accountants, trust and company service providers, hotels, casinos, including internet and shi–based casinos.
Others are supermarkets, real estate agents, non-governmental organi-sations (NGOs), religious and charitable organi-sations or such other business and professionals as the Ministry of Trades and Investments, or appropriate regulatory authorities, from timeto time designate.

How Aviation minister Stella Oduah, FAAN MD squandered $76m BASA Funds
A civil society group, Whistleblowersmonitors says it has uncovered multi-million dollars scams
in the Ministry of Aviation and Federal Aviation
Authority of Nigeria (FAAN) as it alleged that
$76 million Bilateral Air Service Agreement (BASA)
funds have grown wings and flew away.
The group in an online statement sent to African
Examiner accused Mrs Stella Odua, the
minister of aviation and the Managing Director of
FAAN, Mr. George Uriesi of complicity in the
disappearance of the funds.
According to the group, a petition in respect of the
scam has been submitted to the Economic
and Financial Crimes Commission (EFCC) for
investigation and prosecution.
"Under the law, the procedure for accessing and
spending from the Bilateral Air Service
Agreement (BASA) fund required that any expenses
from this fund must be budgeted in the
annual budget, appropriated by the National
Assembly and approved by Mr. President.
"Unfortunately, since the resumption of Mrs. Stella
Oduah and Mr. George Uriesi as Minister of
Aviation and Managing Director of FAAN respectively,
this has not been done.
"Today, over $76million and another $13million have
been diverted to various projects without
following due process and the laid down procedures
in the Bureau for Public Procurement Act.
These contracts were neither publicly advertised nor
contained in any of the Federal
Government's Tenders & Procurement bulletins." the
group stressed.
The petition states thus:
"As at 2006, the BASA fund held in
the CBN was
$86,202,875.02 however by 2010 this
amount had
dropped to $76 million. The
unfortunate thing is
that between 2010 and April 2012,
the $76 million
fund had simply vanished. Rather
than apply the
money to verifiable physical projects,
the money is
being shared and used to pay for
unbudgeted
pseudo claims, expenses and
unapproved
projects. For instance in February
2010 or
thereabout $6 million out of the
balance standing
to the credit of the BASA fund was
claimed to have
been used to pay Hydro Air Cargo for
damages to
its aircraft when it landed at the
Murtala
Muhammed International Airport in
November
2003. The real truth however is that
this money
was only taken out using Hydro Air
Cargo as an
excuse for the money to be shared by
the
Managing Director of FAAN and top
officials of the
Ministry of Aviation.
"In order to confirm the veracity of
this petition, the
SFU is urged to investigate into the
following:
1. Why was the claim by Hydro Air
Cargo for the
damage to its aircraft not referred to
FAAN's
insurer by the management of FAAN
for
settlement?
2. Has FAAN not been paying its
insurance
premium to allow it enjoy full
indemnity for the
accident of Hydro Air Cargo?
3. Investigate the insurance premium schedule of
FAAN.
4. Request for all documents relating to the claims
made that $6 million was paid to Hydro Air
Cargo
5. Investigate the account into which the payment
was supposedly paid and to also investigate
the persons directly involved in the transaction. Note
how the $6million was "share" once it
entered into Hydro Air Cargo Account.
DIVERSION OF NEW MONIES AMOUNTING TO
$80MILLION
"Now that the $76million has been diverted and
spent, the Federal Ministry of Aviation has now
devised a new method to further divert and spend all
the current BASA income of over $80
million received from the foreign airlines operating
into Nigeria. For instance the recent
payments by airlines such as Lufthansa, British
Airways, Emirates etc amounted to over $80
million are now being diverted. This alarming
situation of complete depletion of the BASA fund
without any appropriation from the National
Assembly or approval from the Presidency or
Federal Executive Council or Bureau for Public
Procurement is worrisome. We therefore call on
the SFU to avert this dangerous trend from
continuing.

national basketball
team, Dozie Mbonu,
recalls how the team
trudged on to win a
ticket to the London
Olympics, saying
their plan is to make a significant impact at the
Games.
"When we qualified by defeating the Dominican
Republic, it was such a surreal moment," Mbonu
says. "Not only did everyone become national heroes,
but we also became Olympians. Everything that I
wrote in my proposal centred on qualifying for the
Olympics and future World Championship and World
Cup tournaments. For this to happen in my first year
as manager of the team and primary consultant for
the federation, it's beyond me.
"It's that type of surreal moment you dream about,"
he says. "While I wasn't able to do it as an athlete,
I'm doing it in a managerial perspective, and it feels
just as good. I'm so happy for my players and
everybody – the federation, all the officials and the
president for even giving me the opportunity to be in
this position. This is the most humbling experience
I've had in my life."
Currently fifth in Lehigh NCAA history with 1,791
career points, Mbonu was a standout in the Brown
and White from 1988-92. He followed all-time greats
Daren Queenan (currently first in career scoring) and
Mike Polaha (third), becoming one of Lehigh's finest
himself. Mbonu went on to a professional career in
Europe which he recently retired from at the age of
39.
Mbonu had previously played for the D'Tigers. But it
was two years ago, during the World Championships,
when the wheels started turning for another
endeavour. A scout from the Utah Jazz called asking
why Nigeria wasn't in the championships with all the
talent it has.
"I told him I know the reasons why, but it's going to
be a long conversation," says Mbonu. "I'd been
waiting for someone with a similar idea to come on
and help. From there, I put together a proposal which
I submitted to the president of the Nigerian
Basketball Federation. That's how it started.
"Through a couple emails back and forth, he met us
for an exploratory meeting."
Normally after such a meeting, the president would
take some time to discuss. But in this instance, they
wanted to move forward with Mbonu's proposal.
Nigeria basketball would have its chance for the
Olympics.
"From there, it took a little more than a year to
finalise the contract, but I actually started working
from that moment until the contract was signed,"
said Mbonu. "I basically worked for free until we got
the contract in order."
Mbonu and the NBBF president had to figure out
some logistics, including what players would need
while on the road. Last August, Mbonu arranged for
the team to compete in a friendly tournament
against Great Britain before playing for the African
Championships (which ultimately qualified Nigeria
for the FIBA Olympic Qualifying Tournament).
After taking bronze, the focus was squarely on
qualifying for the Olympics.
"We just started planning and reaching out to
players to build this team," says Mbonu. "Even
though last year's team was very good, strategically,
we wanted to put together a deep roster. We had a
mixture; our veteran players were logging a lot of
time, which was sometimes 35 or more minutes per
game. It took its toll on the players."
After failing to advance to the African
Championships, they decide to add significant depth.
"We started getting some fairly good responses back
from players who turned us down in the past," he
says.
Among Nigeria's current roster include NBA players
like Ike Diogu (San Antonio) and Al-Farouq Aminu
(New Orleans). Diogu was named MVP of the Olympic
Qualifying Tournament as Nigeria defeated Lithuania,
Greece and the Dominican Republic. Nigeria defied
the odds. They had a belief in themselves, which is
all they needed.
"We went with the expectation to qualify," he says.
"No one believed in us except ourselves. We were a
longshot. No one gave us a chance to even reach the
knockout stage of the quarter-finals, or even a
chance to get into the semi-finals.
"With that being said, our expectations are to go into
these Olympics with the same mindset," Mbonu
says. "Play as well as we can as a team because
that's the only way anything will get done. We have
to play as a team. We've always had an abundance of
talent, but when it's come to team play and
teamwork, those were the areas where we've fallen
short."
Nigeria are in Group A with Lithuania, Tunisia,

Rep donates N1m to widow of late journalist
The chairman of the House of Representatives
Committee on Legislative Budgets, Mr. Opeyemi
Bamidele, has donated N1m to the widow of the late
Chris Fajemifo, who died in an auto crash on Ilesa-
Owo highway on June 12.
Fajemifo, who was once a chairman of the Nigeria
Union of Journalists, Ekiti State council, was returning
to his Akure residence when he was crushed to death
by a petrol tanker.
A statement made available to our correspondent in
Ado-Ekiti on Friday, said the Special Assistant on
Media to the lawmaker, Mr. Ahmed Salami,
presented the N1m cheque to the widow, Bolanle.
The lawmaker said the donation was to assist the
deceased's family to cope with life without their
breadwinner.
Bamidele appealed to other public-spirited
individuals to assist the family, saying Fajemifo
served humanity during his short stay on earth.
The deceased's younger sister, Mrs. Yemisi
Omosilade, expressed appreciation to the lawmaker,
saying he is the only person who has so far fulfilled
the promises made to the family.
Meanwhile, Bamidele has distributed N15m worth of
textbooks to the 52 secondary schools in Ekiti
Central Senatorial District.
His 80-year-old father, Pa Stephen, did the
distribution of the books, which was part of the
activities to mark the lawmaker's 49th birthday.
During the exercise, each of the 7,200 secondary
school students in the 52 secondary schools in the
area received a textbook.
The lawmaker said the books, which were past
questions and solutions on Unified Tertiary
Matriculation Examination, would to assist them to
secure university admission, as well as raise the
enrolment of pupils in the state in higher
institutions.
The Action Congress of Nigeria lawmaker, who is
representing Ado/Irepodun/Ifelodun Federal
Constituency, said the gesture was to reciprocate the
support of the constituents during his election.
Bamidele, who noted that the number of students
seeking admission to higher institutions had
continued to increase, advised the youth to
endeavour to read professional courses.
According to him, this will reduce unemployment
among graduates and make them more marketable.
He urged the students to shun vices and study
harder.

Fashola bars NURTW from operating at parks
Lagos State has
barred the National
Union of Road
Transport Workers
and its affiliates from
operating at parks or
bus stops across the
state.
The state
Commissioner for
Transportation, Mr.
Kayode Opeifa, made
this known at a news conference on Friday.
Opeifa said the union would have to act like other
unions and get an office from where it could carry out
its daily activities.
Opeifa said the law was passed following the report
by a panel headed by Justice Dolapo Akinsanya in
2008 about the role and functions of the NURTW.
He said, "Henceforth, union activities are no longer
allowed at our parks. They are to relocate to offices
from where they will operate just like the National
Union of Teachers and the National Union of
Journalists. Also, no union member must be seen
collecting money on the road.
"The report, which was given by the panel, comprises
what Lagosians have been saying about the activities
of the union; fighting and misuse of parks, collecting
money on the roads indiscriminately, stopping
passengers, abusing alcohol, among others.
"We recognise their right of freedom of association,
but we believe the parks should be made easy for
those who want to use buses."
Opeifa said the state government would no longer
register new motorcycles for commercial purposes.
He said the state had more than enough commercial
motorcycles.
The commissioner said motorcycles below 200cc
engine capacity would no longer be allowed to
operate on double carriage roads, as well as
expressways and bridges.
He said the influx of okada into the state was as a
result of the ban of its operation in other states.
He said, "All categories of motorcycles below 200cc
engine capacity on a dual carriage road such as
Obafemi Awolowo Way, where the state secretariat is
located, are prohibited.
"Also, commercial motorcycles will no longer be
registered by the state and those who want to
continue to operate will have to be re-certified."

My Husband is not caring- Trader
A 30-year-old woman, Mrs. Aminat Shuaib, recently
pleaded with an Agege Customary Court, in Lagos,
to dissolve her marriage of seven years.
The mother of two accused her husband, Mr. Haruna
Shuaibu, of not caring for her, being troublesome and
constantly beating her.
"He is no more caring and catering my children and I.
He also beats me up at the slightest provocation.
There was a day he tore my dress in the public due to
a fight that issued between us. Apart from that, he
lied to me that he wasn't married before, whereas he
was."
"When I was delivered of our first child, he didn't pay
for the hospital bills; neither did he contribute money
for the naming ceremony. I am tired of the marriage,
I want a divorce," Aminat pleaded.
Haruna made no effort to refute the allegations
levelled against him.
He said, "She throws my belongings out anytime we
have a quarrel because she rented the house in her
name. Now, she has finally thrown me out of the
house under the pretence that she is tired of the
marriage, whereas her former husband wants her
back.
"I don't want any trouble, all I want is for her to allow
me to take the rest of my things out and that
includes the curtains, television set, video player and
the fridge."
The president of the court, Emmanuel Sokunle,
advised them to be patient and try to reconcile. The
case was adjourned till August 29.

Another Emir escapes mosque suicide bombing
The Emir of Fika in Yobe State, Alhaji Mohammed Ibn
Abali Idris, on Friday in Potiskum escaped an attack
by suicide bomber at the Potiskum Central Mosque.
Narrating the incident to the News Agency of Nigeria,
the Yobe Police Command's spokesperson, Mr. Toyin
Gbadegesin, said the bomber tried to get close to the
emir after the Friday prayers, but was prevented by a
policeman.
He said as the bomber was making frantic moves to
push himself through the crowd to reach the emir, a
policeman suspected his movement and pushed him
down.
The spokesman said that upon falling down, one of
the concealed explosives detonated and killed the
bomber, while five policemen and two civilians
sustained injuries. He said that the emir escaped
unhurt.
Gbadegesin stated that the police anti-bomb squad,
thereafter, defused some other un-exploded devices
carried by the bomber.
Similarly, there was a bomb explosion at the Mahuta
area of Igabi Local Government Council of Kaduna
State on Thursday night, killing the suspected
suicide bomber on the spot.
But for the youths in the area, several lives and
property would have been destroyed.
The youths, according to an eyewitness, had
mobilised themselves to arrest the deceased, but
unknown to them, the suspect was primed with an
Improvised Explosive Device.
The eyewitness told our correspondent that the
bomber and others had entered the Afaka district in
that area, on an alleged mission to eliminate the
District Head, Abduwahab Aliyu.
"The incident happened about 10 pm on Thursday
when some suspicious persons entered the village
and some residents started questioning them and
discovered that they werearmed.
"The youths were able to disarm one of them who
admitted that they were on a mission to kill the
village head for allegedly exposing their members."

Jonathan urges Africa to unite against terrorism
President
Goodluck
Jonathan
on
Thursday
evening
called
for the
unity of
African
countries
against
some
imbalances
in the
prevailing
global order.
He said black people, with a common ancestry, must
unite to fight social ills such as terrorism, poverty,
diseases and illiteracy, among others.
Jonathan made the call in an address delivered at a
joint meeting of Jamaica's Houses of Parliament in
commemoration of the country's 50th independence
anniversary in Kingston, Jamaica.
He said although Africa was now free of colonialism,
the continent was still greatly dependent on others
for economic survival.
He asked Africans to be committed to liberating
themselves from economic woes by working with
other developing nations of the world to achieve
economically what they had achieved politically.
He said, "In a highly globalised and competitive
world, states are forming strong regional economic
blocs. To promote trade and investments, boundaries
are getting narrower every day.
"It is for the same reason that we must support one
another in tackling the scourge of imbalances in the
prevailing global order. As black people, with a
common ancestry, we must unite to fight poverty,
hunger, diseases, illiteracy, bad governance and
electoral malpractices.
"We must unite to fight ethnic conflicts, dictatorial
regimes in Africa and terrorism. We must unite to
secure a place of pride for the Black man in a modern
and technology-driven world."
Jonathan said a determined people would prevail and
overcome any challenge that may be thrown at them
irrespective of time and space.
He said the fact is that the black man is alive;
resilient, proud and moving on despite huge
challenges. Jonathan said there was much that
Jamaica and Nigeria could do together to promote
and sustain the democratic ethos and culture,
beyond each respective countries.
He said the two countries must work together to
secure and guarantee human, civil and other basic
rights that support nation building.
He expressed joy that most black people of the world
live in countries where democratic governments were
in control, saying the destiny of the Black person was
now in their own hands.
Despite this, however, the President regretted that
the Black race had not conquered poverty, diseases,
ethnic conflicts and under development. This, he
said, must be addressed.
"There is the need for Nigeria and Jamaica, and
indeed the rest of the world, to work together to
reduce the level of those artificial forces that have
kept the majority of our people from making
progress," he said.
Jonathan said he believed that democracy, good
governance and the rule of law will be the tonic that
will revolutionise black nations' economies and
technological development.
The President said leaders, including him, could not
afford to disappoint their people and future
generations.
"We are working very hard. But we have a duty and a
responsibility to create, nurture and sustain an
environment under which future generations have no
other option but to prosper and excel.

democracy and good governance," he added

Boko Haram attacks heighten terrorism in Africa –US
United States has attributed the increase in terror
attacks in Africa to the activities of Islamic sect, Boko
Haram, in Nigeria.
It said Africa experienced 978 attacks in 2011, an
11.5 per cent increase over the previous year,
attributing this to the aggressive attacks of Boko
Haram, which it said conducted 136 attacks in 2011,
up from 31 in 2010.
In a global report on terrorism released on
Wednesday by the State Department's Coordinator
for Counterterrorism, Ambassador Dan Benjamin, the
US said attacks in 2011 were more than 10,000 in 70
countries, resulting in more than 12,500 deaths.
According to him, the victims of terrorist attacks
remain overwhelmingly Muslim.
He explained that majority of attacks occurred in
three countries – Afghanistan, Iraq and Pakistan,
which together accounted for 85 per cent of attacks
in these regions.
He explained that the figure was a drop of 12 per
cent from 2010.
Benjamin explained that the largest number of
reported attacks occurred in South Asia and the Near
East.
"More than 75 per cent of the world's attacks and
deaths occurred in these regions. Although it's worth
noting that both Afghanistan and Iraq saw declines in
the number of attacks from the previous year – 14
per cent in the case of Afghanistan, 16 per cent in
the case of Iraq," he said.
The ambassador said the United States was "very
concerned" about the activities of Boko Haram and
other groups, adding that it had been working to
address the issue of insecurity in northern Nigeria.
He said, "This is a top priority for the Department.
We're concerned about Boko Haram's activities.
We've been engaging with the Nigerian government
in particular at the highest levels to move them
towards greater engagement with communities that
are vulnerable to extremist violence by addressing
the underlying political and socio-economic problems
in the north."
On the move to designate Boko Haram as a Foreign
Terrorist organisation, Benjamin described it as a
"laborious process" which must be able to stand up
in court and takes a long time.
"I don't want to preview any designations or non-
designations beyond that. I will point out, though,
that we have designated, under Executive Order
13224, three leaders of Boko Haram. We did that
back on June 21,2012. And this allows us to focus on
those individuals who are most responsible for
violence, for threats against the U.S. and its citizens."

Money ritual: Islamic clerics extort N30m from businessman
The Special Fraud Unit of the Nigeria Police has
arrested two Islamic clerics, Fatai Bamidele and
Lateef Ahmed, for allegedly obtaining N30m from
Lawal Sulaiman, a Lagos-based businessman, under
false pretence.
Police authorities said the suspects obtained the
money from Sulaiman with a promise to perform
ritual to make him wealthy and invincible.
Sulaiman said he was hypnotised and held in
captivity for three months by Ahmed in Kwara State.
He denied approaching the clerics for money ritual,
saying he only sought protection from evil forces.
He said, "I supply fireworks and Bamidele's shop is
very close to mine. I've known him for years and I
trusted him to the extent that I discuss my personal
problems with him.
"One day, he told me that he had a bad dream about
me and that I would need special prayers. He said I
would need to buy a ram and 40 Qurans for 40
Imams who would pray over the matter. I paid N125,
000 into his bank account to facilitate it.
"After the prayers, he said a superior Imam in Kwara
State needed me to come down to Ilorin to eat the
heart of the ram. Initially, I was reluctant but he told
me it was a matter of life and death. So, I went."
The 31-year-old victim said when he arrived Ilorin, he
met Ahmed who gave him the heart of the ram to
eat.
He said after eating it, Ahmed showed him some
charms and objects and told him to keep what
transpired between them secret.
Sulaiman said, "After I ate the ram's heart, Ahmed
showed me the charms and other objects. I lost my
senses
"I came back to Lagos and on several occasions, I
gave them different sums of money. Sometimes, I
would pay cash, some other times, I would pay into
their accounts."
Sulaiman said when he became broke, he
complained to Bamidele about his finances but he
advised him to return to Ilorin and talk to Ahmed.
He said the major chunk of the money he gave to the
suspects were deposits made by his customers
Sulaiman said, "On getting to Ahmed's place, I
remained there for three months. He kept on
controlling me and I wasn't myself. Sometimes, he
would put my phone on private number and tell me
to call my relatives and tell them not to look for me
as I was abroad.
"He continued to extort money from me until one day
when he told me to go back to Lagos to bring more
money. When I returned to Lagos, I became myself. I
called the two suspects, recorded our conversations
and then reported to the police."
The suspects however said they collected N10m from
Sulaiman and not N30m.
Ahmed, 45, said, "Sulaiman told me he wanted to be
rich and wanted his creditors to forget his debts.
"I informed him that there are two types of money
rituals. There's the one that a ghost will bring money
at once and there's another one that he will be
getting the money daily. Sulaiman said he wanted
the latter and gave me N10m as a gift.
"I did not abduct him. He was hiding because he said
he owed people. The ritual takes a year to perform
and it would have ended in October if not for my
arrest."
Bamidele, who accused Sulaiman of greed, said his
share of the money was N2.5m.
"After I did the first set of prayers for him, he said he
wanted to become very rich. That was when I referred
him to Ahmed. Nobody defrauded him. It was all a
gift," he said.
The Commissioner of Police for the command, Mr.
Ayotunde Ogunsakin, who confirmed the incident,
said the suspects used the money to buy expensive
cars and renovate Ahmed's building in Ilorin.
He said, "During investigations, it was discovered
that out of the N10m, Ahmed gave Bamidele N2.5m
while he kept N7.5m.
"Bamidele bought a Nissan Infinity Sports Utility at
N1m, while his accomplice bought a Ford SUV at
N1.4m and used the remainder to renovate his
house. They will soon be charged to court."
Ogunsakin added that one of Sulaiman's creditors
had written a petition to the SFU.
"The petitioner alleged that Sulaiman collected
goods worth N13.2m but had not paid him since
October 11, 2011," he said.
