Williams sisters arrive in Lagos

American tennis stars Serena and Venus Williams arrived in Lagos, Nigeria's largest city, on Tuesday as part of a two-nation tour that will see them play exhibition matches to promote women's rights.

The sisters will visit two secondary schools in Lagos on Thursday as part of an inspirational/empowerment campaign of the girl-child in Nigeria.

They will also feature in a tennis clinic at the Ikoyi Club on Wednesday before playing an exhibition match at the same venue on Friday.

The organisers of the event, Connect Marketing, say the theme of the sisters' visit is Breaking The Mould, meaning their coming will inspire the youths to believe in themselves.

39 die, 15,000 flights cancelled in US

At least 39 people have been killed, millions are without power and transport across the north-eastern United States has been severely disrupted as storm Sandy heads north for Canada.

In New York City, 10 people have been killed and the public transport system remains closed until further notice.

In New Jersey, three people were killed, including a couple killed by a falling tree when they got out of their car; their children, 11 and 14, who remained inside, survived.

A woman in West Virginia died when her car collided with a cement lorry, in heavy snow caused by the storm.

New Jersey Governor Chris Christie said 2.4 million households in the state had been affected, double the number hit by Hurricane Irene in August 2011.

The devastation was "beyond anything I thought I'd ever see," Christie told a news conference.

The Path commuter train service, which links New Jersey and New York City, is likely to remain suspended for seven to 10 days, Christie said.

The tidal surge from the storm left fields of debris 7ft (2.25m) high and carried small railway goods cars onto elevated sections of the New Jersey Turnpike, he said.

More than 15,000 flights were cancelled in US, the flight-tracking website FlightAware estimates.

Earlier, Sandy killed more than 60 people as it hit the Caribbean.

Sandy brought a record storm surge of almost 14ft (4.2m) to central Manhattan, well above the previous record of 10 feet (3m) during Hurricane Donna in 1960, the National Weather Service said.

The storm was causing heavy snowfalls over the Appalachian mountains on Tuesday afternoon. It was expected to turn towards western New York state during the evening before moving into Canada on Wednesday, the forecaster said.

At least eight million homes and businesses are without power because of the storm, says the US Department of Energy, the BBC reports.

The New York Stock Exchange says it will re-open on Wednesday after two days' closure, as will the Nasdaq exchange. The last time the stock exchange shut down for two days was in 1888.

New York's subway system sustained the worst damage in its 108-year history, said Joseph Lhota, head of the Metropolitan Transit Authority (MTA).

Subway tunnels were flooded and electrical equipment will have to be cleaned before the network can re-open.

New York Mayor Michael Bloomberg said there was "no timeline" for when the subway would restart, but he hoped buses could begin running again on Wednesday.

All New York's major airports are closed as their runways are flooded.

It is likely to be two or three days before power is restored to most of the city, Mr Bloomberg said.

Meanwhile, US President Barack Obama has declared "major disasters" in the northeastern states of New York and New Jersey where a massive storm named Sandy raked over the region, flooding low-lying streets and wiping out power across much of region.

Tuesday's declarations free up federal disaster funds to help with disaster relief efforts.

The storm moved ashore late Monday south of New York with hurricane-strength winds. It weakened as it moved inland.

Obama will travel to New Jersey on Wednesday to view storm damage from Sandy with Republican Governor Chris Christie, the White House said.

Obama will also visit victims of the huge storm and will thank "first responders who put their lives at risk to protect their communities," White House spokesman Jay Carney said in a statement.

Bauchi civil servant docked over Facebook comments

A 30-year old civil servant, Abbas Faggo, detained by Bauchi State Government for allegedly posting a Facebook account of alleged monumental corruption in the state, was yesterday arraigned before a magistrate court over alleged injurious falsehood and defamation.

The prosecution accused Faggo of using his mobile telephone number to forward a message on his Facebook profile on September 4, alleging that the state funded the wedding of the state governor's son, which took place at the Azare area of the state on September 8.

Faggo had commented on his Facebook on the alleged extravagant funding of Governor Yuguda's son, Idris' wedding. The case generated comments from over 500 people, including politicians, the Civil Liberties Organisation, CLO, prompting the Nigerian Bar Association, NBA, to indicated interest in defending the accused person.

In his ruling, the presiding Magistrate, Adamu Madaki granted bail to Faggo.

According to the bail conditions, Faggo must produce two sureties, who must sign a bond of N500,000 each and then adjourned the case to November 15, to enable the prosecution get lawyer to address the issues raised by the defence that had obviously rendered the charges on the First Information Report, FIR defective.

Police prosecutor, Sergeant Mohammed Gaba, had earlier told the Court III, that the state Police Criminal Investigation  Department, SCID, received a request from the state Attorney-General and Commissioner for Justice, Mr. Al-Mustapha Suleiman, to investigate the offence against Faggo, which was contrary to Sections 393 and 394 of the Penal Code.

When the case was mentioned, yesterday, counsel from different organisations led by Chairman of NBA in Bauchi State, Mohammed Alhassan, announced appearance for Faggo.

Prostate cancer kills 14 Nigerian men daily —Expert

Prostate cancer kills 14 men everyday in Nigeria, Dr Abia Nzelu, coordinator, National Cancer Prevention Programme (NCPP), Lagos State branch, has said.

Nzelu, who said this in an interview with the News Agency of Nigeria (NAN) in Lagos on Tuesday, noted that the figure was based on studies.

She said that most men report their cancer cases late when the symptoms had already manifested and attributed the situation to ignorance.

According to her, people die unnecessarily, even when they are diagnosed because there are no facilities to treat them.

"Prostate cancer, the second commonest cancer in men, kills 14 men in Nigeria every day. This is not acceptable because it can be prevented.

"India has over 120 comprehensive cancer centres and we don't have even one centre that has everything to take care of any kind of cancer and carry out world class research.

"We need something like this in our country. Some of those who have cancer can afford to travel for medical attention, but what of those that cannot?

"In Nigeria, cancer is like a death sentence that is why most deaths here are unnecessary; they are untimely.

"When we had the Dana crash, we were all shouting, but each day people are dying of cancer. They are dying silently, that is why we are not doing anything about it," she said.

Nzelu said prevention should be through life- style modification, screening and routine checkups, at least once a year for those who are 40 and above.

She noted that regular exercise, losing weight and imbibing the culture of health maintenance could reduce the risk by 50 per cent.

She advocated the establishment of cancer centres in each of the six-geopolitical zones, adding that such centres could be built through self-help projects rather than waiting for government.

"The only way to go about it is to get our own comprehensive cancer centres and we cannot wait for government to get them," Nzelu noted.

Woman killed by royal gunman

THE celebration of Eid-el-kabir  turned sour on Monday at the palace of the Emir of Suleja, Alhaji Awal Ibrahim, as  a royal gunman attached to the  Suleja Emirate Council  shot and killed a woman while watching the annual durbar (horse race) that marked the end of the Muslim festival at the palace ground.

Nigerian Tribune gathered that  the incident occurred around 6.15 p.m. just as the durbar was about to be rounded off and as the royal gunmen added colour to the occasion by  shooting sporadically into the air with their dane guns as it is the tradition.

It was learnt that one of the gunmen, who is yet to be identified, had an accidental discharge that led to the death of the 40-year-old identified as Hajiya Isa Aishatu, who was said to be standing on the balcony of the palace and watching the   durbar.

When contacted, the state Police Public Relations Officer (PPRO), Mr Pius Edobor,  denied knowledge of the incident, saying that, "the police are yet to get any official report on the incident."

In another development, tragedy struck on Monday at Maje Village  in Suleja Local Government Area of Niger State as a Fulaniman, who was allegedly drunk,  killed a passerby in order to escape arrest in the village.

Nigerian Tribune   gathered that on the fateful Monday, the market day of the village, some Fulani youths had trooped to the village  market to celebrate sallah after which a fight broke out among them.

It was further gathered that the vigilance group in the area intervened and in the process, one of the suspects took to his heels.

The fleeing suspect,   according to sources, met someone coming from the opposite direction and he was said to have  descended on him and matcheted him to death, thinking that he was among those trying to arrest him.

When contacted, Police Public Relations Officer (PPRO) for  Niger State police command, DSP Pius Edobor, confirmed the incident and arrest of the suspect.

Jonathan denies involvement in Rivers/Bayelsa boundary dispute

PRESIDENT Goodluck Jonathan has denied any involvement in a boundary dispute between Rivers and Bayelsa states.

The presidency, in a statement issued by its spokesman, Dr Reuben Abati, in Abuja, on Tuesday, said those behind a protest in Abuja, where Jonathan was accused of orchestrating plans to cede five Rivers State oil communities to Bayelsa State, were engaging in an exercise of blackmail.

The statement noted that the dispute in question predated President Jonathan-led administration and had never be brought before him for any action.

"Our attention has been drawn to a publication in some newspapers today about a protest staged by the Kalabari National Forum and some monarchs in Abuja, in which the so-called protesters accused President Goodluck Jonathan of interfering in a boundary dispute between Rivers and Bayelsa states.

"The protesters alleged, directly and through innuendoes, that there are plans to cede five Rivers State oil communities to Bayelsa with the connivance of various Federal Government agencies under the watchful eyes and supervision of the president, whose home state, most ingloriously, is the direct beneficiary."

"We consider these allegations irresponsible and most unfortunate, considering the status of the persons who reportedly championed the protest.

"The statutory agencies being referred to by the protesters do not take orders from the president; they are independent bodies. Besides, there are laid down procedures for resolving inter-state boundary disputes.

"In this particular case, the dispute between Rivers and Bayelsa states predates the Jonathan administration and has been a matter for consideration by the National Boundary Commission, the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) and other relevant agencies, long before now," the statement read.

The statement condemned the motive, saying that it was surprising that a personality of Alabo Graham Douglas, himself being a former minister, would team up with a group bent on causing disaffection between the president and his Ijaw kinsmen.

"We advise the Kalabari National Forum, its members and hidden sponsors to avoid the temptation to instigate conflict between the Nembe and Kalabari people of Rivers and Bayelsa states, who are both of the same Ijaw stock," it added.

The president appealed to the people of Rivers and Bayelsa to refuse to be dragged into the politics of conflict being orchestrated by individuals pursuing a hidden agenda.

Third Mainland Bridge re-opened • After 4 months of repair

AFTER being partially shut against traffic for about four months, the Federal Government, through the Ministry of Works, has finally declared the Third Mainland Bridge fully open for use.

Minister of Works, Mike Onolememen, made the declaration on Tuesday, during a brief ceremony held on the bridge, while also disclosing that the repair works carried out on eight expansion joints had been competed in full accordance with the awarded sum.

He said the repairs were completed 10 days ahead of the scheduled date of November 5, adding that there was no variation in the contract sum of N1,055,477,608.16.

The repairs, by Messrs Borini Prono Company Ltd, started on July 6 and, according to Onolememen, were 100 per cent completed.

The minister also noted that the Federal Government had kept faith on its promise to cushion inconveniences caused as a result of the partial closure of the bridge.

He commended efforts of the Lagos State government; the Com-mander, 81 Division of the Nigerian Army; the state police command, the Federal Road Safety Corps (FRSC) and residents of Lagos State, in ensuring the successful completion of the project.

Court remands 3 suspects in prison over N66.5m fraud

A Lagos High Court in Igbosere, on Tuesday, remanded the trio of Kachy Kennedy Okoye, Usong Ibor Matthew and Igberaese Lawry for allegedly obtaining N66.5 million under false pretence.

They were arraigned by the Economic and Financial Crimes Commission (EFCC) before Justice Christopher Balogun on a 13-count charge of conspiracy and obtaining money under false pretence.

They were alleged to have conspired to defraud one Lady Lora Marire of the said sum under the pretence of helping to register her as a contractor with the Nigerian Ports Authority (NPA) and offering her a contract to build 100 units of duplex at Lekki, Lagos.

Four other individuals, who were allegedly at large and fingered in the alleged scam, are Tony Elijah; John Williams; Mr Chude Ngini and Alkali Hammed.

One of the charge read: "Okoye, Matthew,Lawry, Elijah (at large), Williams (at large), Ngini (at large) and Hammed (at large) on or about May 25, 2010 at Ikeja within the Ikeja Judicial Division with intent to defraud, conspired to obtain the sum of N39,100,000 from lady Lora Marire by falsely representing that the said sum represented the sum used for the registration of her company as contractor with the Nigerian Ports Authority and the award of a contract to her to build 100 unit of duplex at Lekki Lagos."

The three accused pleaded not guilty to all charges.

Prosecution counsel, Olubunmi Bosede, prayed the court to grant two applications filed before it.

The first was for an early date for hearing and the second to remand the accused in prison custody.

However, counsel for the first accused, Gbolahan Samuel, told the court that he had filed an application for bail.

He requested for a short date for hearing of the bail application and urged the court to remand the accused in EFCC custody, due to the fact that he had health challenges.

Counsel for the second accused, E.S.N Ijeh, said he had also filed an application for bail and prayed the court that the accused be allowed to remain in EFCC custody.

Counsel for the third accused, Austin Abkunimen, however, said he had not filed any application for bail, but aligned himself with the prayer of Samuel, claiming also that his client had health challenges.

Justice Balogun, after listening to their submission, adjourned the case till November 13, for hearing of the bail applications.

He ordered that the first accused be remanded in EFCC custody based on the medical report in his bail application, while second and third accused were remanded in Ikoyi prison.

Gunmen attack Zamfara community

TRAGEDY struck in the early hours of Tuesday when gunmen, numbering about 50, stormed the village of Kaboro in Dansadau district of Maru emirate council of Zamfara State.

An eyewitness told the Nigerian Tribune that the hoodlums came on horses and motorcycles, carrying dangerous weapons and AK47 rifles around 2.00 a.m. to attack the small village when most of the people had gone to bed.

According to sources, in the stampede, at least 17 people were reported to have died from gunshots, including the village head who was popularly addressed as 'Alhaji Maiyara'.

Findings revealed that the onslaught which lasted for two hours not  unconnected with the role members of the vigilance group played in recent times which provoked the gunmen who embarked on a reprisal.

'The armed bandits had made several attempts to rob the people of their belongings and each time, they were chased away. On few occasions some of them were even caught and maimed by men of the village vigilante group.

As of the time of filing this report, the state is acting governor, Alhaji Sanusi Garba Rikiji, in company with the state Commissioner of Police, Mr Usman Akila Gwary, had left Gusau, the state capital, to the scene of the incident.

Speaking with newsmen before their departure, the state acting governor described the incident as barbaric and negated the sharia law which is being practised in the state, saying that, the state government would not fold its arms and allow the miscreants to go scot free.

Health Tip: Is red meat giving you cancer?

Red meats have long been associated with an increased risk of cancer- specifically colorectal, breast and prostate cancer. There has been little conclusive evidence definitively indicating red meats play a role in endometrial cancer (a.k.a. cancer of the uterus). There is no known cause of this disease.

It affects women as early as 40 years old, but most often occurs for women between the ages of 60 and 70. It is likely that levels of hormones (oestrogen) play a large role, but the influence of nutrition is somewhat convoluted. A study followed the consumption of meats, endometrial cancer development and overall health in 60,000 Swedish women from 1987 to 2008.

The science behind it

Animal protein is composed of both heme and non heme iron. The heme iron found within the animal proteins creates the issue, as it is inflammatory. Fruits and vegetables are proven antioxidants, where as heme iron is thought to be pro-inflammatory.

The heme iron found in red meats creates more oxidative stress within the body and leads to DNA damage. Additionally, heme iron has been linked to the development of both diabetes and obesity. These two conditions predispose an individual to the development of endometrial cancer.

What did the study find?

The study's participants had an initial physical to screen their baseline health and rule out those who were not qualified for participation. The women filled out surveys on a quarterly basis that assessed the types of meat they were eating (poultry, red meat, fish, and processed meat), their overall health, and development of disease.

There was a 20 to 30 percent increased risk of endometrial cancer for participants who had the highest heme iron and total dietary iron intake as compared to those participants who had the lowest values. When the data was compared for a specific meat, i.e. chicken vs. beef, liver products were found to have a 30 percent higher risk of endometrial cancer. Liver has a higher portion of heme iron. No other meat types were correlated with an increased risk of developing endometrial cancer.

The study also found that an increased rate of total dietary iron and heme iron were associated with higher incidence of endometrial cancer over the 21-year period. Additionally, those study participants with a higher BMI (body mass index) and a greater meat intake, had a greater risk for developing endometrial cancer.

Another study looked at the consumption of iron containing meats, but not heme iron, and its associated risk with endometrial cancer. There was a two-fold risk in development if the disease associated with increased intake.

Flood: SPDC donates $1 m to relief fund

THE Shell Petroleum Development Company of Nigeria Ltd (SPDC) has donated the sum of one million dollars towards relief efforts in support of flood displaced persons in 24 states across the country. The cash donation is part of the Company's collaboration and support programme to the International Federation of the Red Cross and Red Crescent, in conjunction with the Nigerian Red Cross Society, towards effective post flood disaster relief operations in the country.  The support will be enhanced by funds collected through an ongoing employee donation programme, in which the Company will match contributions by its staff.

Mutiu Sunmonu, SPDC's Managing Director and Country Chair for Shell Companies in Nigeria said: "We are deeply touched by the stories and images of the hardship the floods have brought upon our brothers and sisters in many parts of the country and our thoughts and prayers are with all affected persons at this most difficult time.  I'm also happy that our staff are voluntarily contributing to the employee donation programme we launched for the flood victims."

Commenting on the support from SPDC, Secretary-General of the Nigerian Red Cross, Bello Hamman Diram said: "The Nigerian Red Cross Society welcomes the response and cooperation from Shell to our plan of action for the 2012 floods operation.

It will certainly go a long way towards helping us meet our obligations to affected persons, volunteers and our staff, as well as to respond quickly and adequately to this emergency. We enjoin other well meaning individuals and corporate bodies to do likewise."

Gunmen kill car dealer, kidnap another in Onitsha

ONITSHA—There was pandemonium, yesterday, in Onitsha as suspected armed robbers and kidnappers  shot dead a car dealer, identified as Chief Emeka Ekwerendu and kidnapped an unidentified person.

The incident, according to an eye witness, occurred at about 7.30 am at Modebe Avenue junction by St. John's street.

Speaking to Vanguard, the witness said the four-man gang, who operated in a light green Toyota Siena car that had no registered plate number, trailed their victim from a Catholic Church at Odo-Akpu after he had dropped off his children at a Primary School in Onitsha before he was shot dead.

Ekwerendu was said to have been driving in his black Sports Utility Vehicle with registration number, ABC 202AJ when the dare devil robbers shot at his tyres, causing the car to lose control and hit a stationary vehicle which gave them opportunity to shoot him from the back windscreen.

The robbers who were said to have been armed with four Ak 47 rifles, shot sporadically into the air to scare people away to enable them actualise their mission. They escaped through Anionwu Street, Onitsha.

In a related development, another set of gunmen suspected to be kidnappers, abducted a businessman at Fegge, within the commercial city of Onitsha.

Though the identity of the victim was not known at the time of this report, eyewitnesses said he was kidnapped on his way back from a church.

Contacted the Divisional Police Officer, Central Police Station, CPS, Onitsha, Mr. Tomitope Fahugbe, and Police Public Relations Officer, PPRO, Anambra State, Mr. Ralph Uzoigwe, confirmed the incident, but stated that they were yet to get details of the incident.

Nigerians must return to God – Lamido

Dutse — Governor Sule Lamido of Jigawa State government has observed that Nigeria's problem can only be overcome if  Nigerians collectively agree to return to God, stressing that the nation had witnessed many problems including recent nationwide flood that has left million's of people stranded.

Lamido noted that the problems experienced by Nigerians this year were signs that something was wrong somewhere that required prayers by every Nigerian, adding that all hands must be on deck for the country to move ahead.

He assured flood victims in the state of relief materials, just as he promised that government would use the N400 million donated by the Federal Government to assist the victims.

Meanwhile, Lamido said the state was set to receive President Goodluck Jonathan, who would visit the area on a two-day working tour.

Gov Suntai’s aides flown to Germany

The three aides of Governor Danbaba Suntai of Taraba State involved in last Thursday's air crash in company of the governor have been transferred to Germany for treatment, the state Commissioner for Information, Mr. Emmanuel Bello, said yesterday.

The movement of the three aides to Germany came as the state government declared that there was no power vacuum in the state.

Mr. Bello declared that the deputy governor, Alhaji Sani Abubakar was holding forth for the recuperating governor.

The three aides involved in the air crash are Dasat Iliya, the Aide de Camp, ADC; Timo Dangana, Chief Security Officer, CSO, to the governor; and Joel Dan, Chief Detail. They had earlier been transferred to the National Hospital, weekend.

The movement of the aides from Abuja to Germany, the stage government declared, yesterday, was to ensure that like the governor all possible fears were totally removed.

Bello told Vanguard: "The three aides are in the National Hospital and are all showing great signs of improvement. In fact, one of them was even walking around and others were talking with family members."

"They are in very, very stable condition. There were only four persons in the plane and there were three aides and they are all doing fine."

"The governor is fine and all the reports we are getting show that he is doing fine. It is only that we were not taking chances and that is why he was moved to Germany. It is the same for all the other aides. They were moved to Germany as well. There is no preferential treatment as some were trying to insinuate."

Ribadu report: There’ll be no cover up – Jonathan

Abuja—President Goodluck Jonathan has vowed to get to the root of those who have stolen from the petroleum industry, insisting that there would be no cover up in the implementation of the Mallam Nuhu Ribadu committee's report when received on Friday.

A statement by Dr. Doyin Okupe, Senior Special Assistant, Public Affairs, said the accusation by the Save Nigeria Group, SNG, and the All Nigeria Peoples Party, ANPP, that the Federal Government is trying to cover up the conclusion of the Ribadu report is baseless and unfounded.

He said: "President Goodluck Jonathan should be commended for his personal resolve to fight institutionalized corruption in Nigeria. President Jonathan ordered the probe of the Oil Industry for the period of ten years (2002 – 2011), which also covers the tenure of his administration. No president in our history has gone this far and this explains why the rots in our system have persisted for so long."

Okupe stated that while it is unfair for the members of the SNG and the ANPP to have accused the Federal Government wrongly, "the president has neither seen nor received any copy of the Ribadu Committee Report.

"Essentially, what appears to have been irregularly released prematurely to the media is a draft copy, which still requires full accent of all members of the committee and clarifications and due process from the originating Ministry before the official handing over to the Presidency."

Woman, 25, docked over impersonating army officer, car theft

LAGOS — A  25-year-old woman, Cynthia Okonkwo, was yesterday in Lagos charged with impersonating an army officer at an Ogudu Magistrates' Court.

Okonkwo, whose address was unknown, was also charged with the theft of a Toyota Camry saloon car with registration no. KU 200 AAA, valued at N800, 000, property of Mr. Babatunde Onibire.

She, however, pleaded not guilty to the four-count charge of impersonation, unlawful possession, stealing and conspiracy.

"The accused approached Onibire at Ojota Motor Park to take her to Adeniji Adele on Lagos Island, to buy some drugs.

"On the way she asked the driver to take her to a hotel to lodge, but complained that she could not afford to pay N7, 000 per night and convinced the driver to allow her to pass the night inside his car.

"By 4.00 a.m. the next day, Okonkwo had disappeared with the car,"Adeniran told the court.

Magistrate I.O. Afunwa granted the accused bail in the sum of N50, 000 and two sureties in like sum and adjourned the case to Nov.26.

$15m Ibori bribe: Court warns Clark, refuses EFCC’s invitation request

IJAW leader, Chief Edwin Clark, was reprimanded by a Federal High Court in Abuja on Monday for making statements considered prejudicial in the case of the alleged $15 million James Ibori's bribe, though it refused a request by the Economic and Financial Crimes Commission (EFCC) to compel his appearance before the court over the said statements.

In a short ruling by the court over the application to summon Clark, Justice Gabriel Kolawole held that Chief Clark was not a party in the suit pending before his court and that dwelling on comments made by non parties in a suit amounts to searching for the cure for ringworm in a case of leprosy.

The court also called on Nigerians, especially lawyers like Chief Clark who ought to know, to desist from making comments on matters pending before the court as that would prejudge the outcome of the case.

Justice Kolawole also advised the EFCC, if it was so vexed by the comments credited to the elder statesman, to file a formal application to enable Chief Clark respond accordingly in line with his constitutionally guaranteed right to fair hearing.

Counsel for EFCC, Rotimi Jacobs (SAN), had contended that remarks credited to Chief Clark in some newspapers which arose from a media briefing convened by the elder statesman were prejudicial.

He urged the court to summon Chief Clark to appear before it to answer questions as to why he made such prejudicial comments that touch on issues in a pending case.

Chief  Clark had, during a press briefing on the raging issue of an application for forfeiture of the alleged Ibori bribe which the anti-graft agency had brought before the court, thrown his weight behind claims by Delta State government that the money belonged to the state and should be returned to it. He called for the sack of Ibrahim Lamorde over his roles in the plan to have the sum forfeited to the Federal Government.

Lagos boat tragedy: One more body recovered

UNCERTAINTY has continued to trail the casualty figure of Sunday's boat accident in Lagos, just as one more body has been recovered by men of the Lagos State Emergency Management  Agency (LASEMA) and local divers .

Authorities of Oto/Awori  Local Council Development Area had  blamed the purportedly high casualty figure of the incident on the refusal of residents of communities in the area to wear life jackets when on board.

The council had,  therefore, commenced  plans to enforce the use of life jackets by passengers of canoes in all communities in the area.

Ten passengers of an  Imude-bound canoe were on Sunday morning reportedly drowned as the canoe  ferrying them from Ido Oluwo capsized.

Five bodies of the drowned persons were on Sunday evening recovered by a combined team of LASEMA officials and local divers.

The  chairman of the council, Kayode Robert, while speaking on the incident on Monday, said that, "one more body has been recovered, bringing the total to six."

He blamed the incident on the  effect of the wave  generated by  a flying boat carrying workers of a construction company.

He further said that the council would provide more life jackets to residents of communities in the riverine area and make efforts to ensure that the jackets were used when on board.

The council chairman also blamed the passengers  of the boat for not using their life jackets which, according to him, would have reduced the casualty figure.

On the casualty figure,  he said,  "nobody  really knows the actual figure. Nobody can say  whether the remaining  bodies are up to five or more than that."

FG engages SSS in distribution of textbooks to schools

THE Federal Government has engaged operatives of the State Security Service (SSS) to monitor the distribution of its free textbooks to schools across the country for the Universal Basic Education (UBE).

This is in a bid to check the problem of diversion and fraud that had characterised the distribution chain of the FGN/UBEC free instructional materials for basic education institutions.

Minister of State for Education, Mr Nyesom Wike, on Monday, signed a deal with the leadership of SSS on behalf of the Federal Ministry of Education for effective monitoring of the 2012 supply of the textbooks and other instructional materials to schools.

Speaking at the headquarters of the SSS in Abuja on Monday during a visit to the Director-General of SSS, Mr Ekpeyong Ita, the minister stated that the direct involvement of security agencies at the highest level of command became necessary because of the illegal actions of officials of State Universal Basic Education Boards (SUBEB) found to be diverting the books meant for underprivileged Nigerian children.

Under the partnership, operatives of SSS in the 36 state commands and Abuja would participate in the distribution of the free textbooks meant for the 774 local government areas  from the time of handing over of the textbooks and resource materials to the states by officials of the Federal Ministry of Education and Universal Basic Education Commission (UBEC) officials.

Police arrest man who defiled 10-year-old stepdaughter •Man remanded for raping 9-year-old girl

THE Ogun State police command has arrested the 62-year-old man, Alabi Ibraheem, who was accussed of defiling his 10-year-old stepdaughter in Abeokuta.

The accused, who was reported to have evaded arrest, was eventually arrested by policemen attached to the Oluwo police station, Abeokuta.

He was immediately transferred to Ilupeju police station on Ayetoro road and was subsequently transferred to the State Criminal Investigation Department (SCID) of the Anti-Human Trafficking and Child Labour for further interrogation.

The state Police Public Relations Officer (PPRO), Muyiwa Adejobi, confirmed the arrest, adding that the suspect would soon be charged to court.

He said the command was still awaiting the medical report of the test conducted on the victim.

It will be recalled that the suspect was allegedly accused of having carnal knowledge of his stepdaughter.

Meanwhile, AN Osogbo magistrates' court, on Monday, ordered a 32-year-old man, Akinboye Adewole, to be remanded in prison custody for allegedly raping a nine-year-old girl.

The accused was alleged to have committed the offence on October 14 at the Olorisaoko area of Ikire, Osun State, around 11.00a.m.

According to the charge sheet made available to journalists, the accused unlawfully had  carnal knowledge of the girl, thereby committing an offence punishable under the laws of the state.

Police prosecutor, Mr Joshua Oladoye, said the accused committed an offence contrary to and punishable under Section 218 of the Criminal Code Cap 34, Vol 11, Laws of Osun State 2003 of Nigeria.

The accused, however, pleaded not guilty to the one-count charge of rape.

Counsel for the accused, Mr Abimbola Ige, urged the court to grant his client bail in the most liberal term, just as  he assured the court that the accused would not jump bail if granted.

The  magistrate, Olusola Aluko,  in his ruling, ordered the accused to be remanded in Ile-Ife prison custody, while the case was adjourned till November 28 for mention at  Ikire magistrates' court.

Nigerian jailed for 20 years in UK for child trafficking

NIGERIAN sex trafficker from Gravesend, United Kingdom, who used witchcraft to silence young girls smuggled into Britain to be sold as prostitutes, has been jailed for 20 years.

Osezua Osolase (42) tricked Nigerian orphans into traveling to the United Kingdom with the promise of a better life.

But instead, the Nigerian treated the victims as "commodities" to be used in a form of "modern-day slavery" by attempting to send them on to mainland Europe to be sexually assaulted by gangs.

She was convicted of trafficking and rape.

It was reported that one girl had hair cut from her armpits by a man wearing feathers, while others were slashed with knives, forced to drink potions and had blood taken with syringes to cast a spell over them.

The girls were told they would die or never bear children if they tried to escape or revealed what had happened to them.

Osolase lived in a terraced house in Gravesend, Kent, but his home was a secret staging post for vulnerable teenage orphans as they were smuggled from Africa to several European countries.

Detectives discovered evidence that at least 28 victims were smuggled in and out of Britain by Osolase over a 14-month period, earning him up to £1.5 million.

But the true figure could run into hundreds, as the paedophile was overheard by one girl boasting he had been operating for 15 years as he tried to sell her for £60,000.

Fuel scarcity worsens in Enugu

ENUGU—THE people of Enugu State have been experiencing severe scarcity of petroleum products, particularly Premium Motor Spirit, PMS, popularly called petrol, which now sells between N120 and N125 per litre at stations owned by independent marketers.

The price hike has lasted for one month but while the major marketers always lack products with their stations under lock, the independent marketers usually have enough products on daily basis, which they sell at cut-throat prices, with the motorists and other buyers purchasing with grudges.

Only few major marketers like NNPC Mega Stations, Mobil, Oando and Total located within the Enugu capital city sell at the official pump price of N97 per litre whenever they have the product, but apart from NNPC Mega Stations, other major marketers sell for few hours and shut down their stations apparently to hoard the products.

Petrol sells at N120 per litre in Bayelsa

Yenagoa—A litre of petrol is now being sold at N120 per litre at filling stations in Yenagoa and its environs by independent marketers in Bayelsa State, due partly to what an insider blamed on the parlous state of the East-West Road and paltry quota allotted the state by the Department of Petroleum Resources depot, in Port Harcourt.

With the Patani flank of the East-West Road in Delta State and the Ahoada-Mbiama axis in Rivers State, cut off by flood, Bayelsa State has been literally cut off from the rest of the country, prompting the state government to direct construction giant, Julius Berger, to intervene in the Ahoada-Mbiama axis, a development which helped improve vehicular movement on the route.

But the state, it was reliably learnt, will continue to experience short fall in the product due largely to the epileptic supply chain.

The state, according to informed sources, is allocated only five trucks daily, which most times do not get to the state.

Marketers in the state, it was learnt, are compelled to source for the product in the open market in Port Harcourt with some of them travelling as far as Lagos to source for fuel from private farm tank owners if they must keep their filling stations running.

Strange: Man 62, allegedly defiles 10 year old step daughter

ABEOKUTA — A 10-year old girl (name withheld) has accused her 62-year-old step father  Mr. Alabi Ibrahim of habitually having carnal knowledge of  her.

The primary six pupil  disclosed this   Sunday, lamenting  that  she had  lost count  on number of times her step  father had intercourse with her at their residence at Opara Estate, Aiyetoro Road in Abeokuta.

Vanguard gathered that the act was revealed when the girl ignorantly  shared  her experience with  her siblings who then hinted her mother.

It was further learnt that the mother, Mrs. Adiat Ibrahim, subsequently reported her husband's immorality to the police in Abeokuta.

Vanguard learnt that the suspect, however, bolted  when police detectives went after him in OnikolObo area.

Narrating her ordeal, the victim claimed that each time her step father had sex with her, he  usually  threatened to kill her  if she told anybody about it.

She said; "Daddy always came to me when Mummy was not at home, and warned me not to tell anybody, so that I wouldn't die".

When contacted, Ogun State Police  Public Relations Officer, Muyiwa Adejobi  confirmed the incident.

He described the action of the man as  barbaric, promising that the police will thoroughly investigate the matter towards possibly charging the suspect to court for defilement.

"The police totally condemn the act. He will not be spared. The man will be charged to court, after a thorough investigation," Adejobi assured.

NANS opposes another ASUU strike

THE National Association of Nigerian Students (NANS) has warned against any attempts by the Academic Staff Union of Universities (ASUU) to  again embark on a solidarity strike over the re-appointment of Professor Barineme Fakae, acting Vice Chancellor of the River State University of Science of Technology (RSUST).

NANS President, Comrade Dauda Muhammed, in a statement in Abuja on Sunday, lamented that students were always at the receiving end of  such a strike.

He also noted that the strike would further disrupt the already disjointed academic calendars in universities.

The crisis in the university started when Governor Rotimi Amaechi re-appointed Fakae as acting vice chancellor of the university, but was immediately opposed by the academic staff of the university.

ASUU recently embarked on a day solidarity strike in all the  universities, but the issue has not been resolved.

Woman gives birth to triplets as 12th delivery

A 46-year-old house-wife, Malama Alhaji-Ali, of Unguwar Namanda village, Faskari Local Government Area of Katsina State, on Saturday, gave birth to a set of triplets in her 12th consecutive childbirth.

The News Agency  of Nigeria (NAN) correspondent who visited the area reported that the woman was delivered of the triplets at the Comprehensive Health Care Centre in Faskari.

Hajia Binta Suleiman, the Nursing Officer in charge of the health centre's maternity ward, told NAN on Sunday that both the mother and her three baby boys were in stable condition.

Suleiman said that she was delivered of the babies unassisted, adding, however, that she had been on admission in the hospital in the last four days, when officials noticed that her expected date of delivery was fast approaching.

"She attended regular antenatal clinics, and she was advised to go for an ultra-scan where we noticed that she was expecting triplets,'' Suleiman said.

Suleiman said that the set of triplets were the first recorded in the hospital this year and she urged the woman's husband and relations as well as the local government authorities to assist her by ensuring that she had access to nutritious foods.

Meanwhile, Hajia  Faskari-Ahmad, the wife of Faskari Local Government Council's caretaker committee chairman, has donated some clothes and cash to the woman and her triplet.

Faskari-Ahmad congratulated her, stressing that the triplets were a rare and extraordinary blessing from Allah.

Jailbreak in Port Harcourt, 2 killed

Two inmates of the Federal Prisons, Ahoada, Rivers State, were on Saturday feared dead while a prison staff  was hurt during a foiled jailbreak.

Details of the incident were sketchy as of the time of filing this report.

But a source at the Rivers State Prisons command said the attempted jail break was contained, but was unaware of the death of the inmates.

"I know that a member of staff was injured in the process but I don't know about about the death of any inmate. Actually, the inmates are those from the Bayelsa State command who are being kept in Ahoada prison. They were embarking on a riot," the source said.

The Police Public Relations Officer of the Rivers State police command, Ben Ugwuegbulam (DSP), said the two inmates were "fatally injured," adding that the attempted jailbreak was effectively contained by a combination of various security agencies, including the police.

He explained that the attempted jailbreak failed as there was no escape route, adding that the two "fatally injured" inmates actually tried to escape through the ceiling but were shot at to prevent their escape.

"Today, 27.10 .12 at about 1700hrs, inmates of Federal Prisons, Ahoada, attempted tounlawfully break out from custody. Ahoada police area command swiftly mobilised to the scene and together with other security agencies, cordoned off the entire perimeters of the prisons.

"Consequently, the escaping inmates retreated to the confines of the prison, but two of the inmates that tried escaping through the ceiling were shot at to prevent their escape and were fatally wounded in the process. The situation has been brought under control. No escape recorded please," Ugwuegbulam said.

Police contractors send SOS to Jonathan over N7bn debt

Contractors handling various capital projects for the Nigeria Police across the states of the federation and Abuja, at the weekend, sent a Save our Soul message to President Goodluck Jonathan and the National Assembly over the non-payment for projects executed  amounting to over N7 billion over the years.

Arising from an emergency meeting in Abuja, the contractors, through their spokesperson, Chief Patrick Ojo, pleaded with President Jonathan and the lawmakers to quickly come to their aid in ensuring prompt payment of the debt to save them from further harrasments from the banks where they obtained loans for the execution of the projects.

The contractors lamented that apart from  threats by the banks to auction their properties over failure to settle their debts, they had also lost 10 of their members while many others had been hospitalised due to ill-health arising from worries over the debt burden.

According to Chief Ojo, "all our efforts to get the money paid have proved abortive. We have approached the Minister of Police Affairs, we have also approached previous and the current Inspectors General of Police. Even the Senate Committee on Police Affairs has intervened. All we got were promises. We are fed up. Our members are dying and banks are on our necks. They want to auction our properties. We are, therefore, pleading with the President and the National Assembly to come to our rescue."

Though the Minister of Police Affairs could not be immediately reached for comments on the matter, one of his aides, who spoke with the Nigerian Tribune on condition of anonymity, disclosed that some payments commenced last week and that the minister was committed to ensuring that the debt was paid on time.

Report on oil discovery in Sokoto real -Wamakko

Sokoto State governor, Alhaji Aliyu Wamakko, has said the report of oil discovery in the Sahel Savannah of Sokoto State was not a fluke, adding that the state had done everything possible to prepare the oil fields for exploration.

There has been palpable excitement in the North since the governor announced the oil  discovery, which signals a possibility that Sokoto will soon join the league of oil producing states.

The governor, however said the state government was at the moment preparing necessary documentation on the discovery for the formal notification of the Federal Government on the next steps to take.

"We are doing everything possible to ensure that we put all in place to access what we have confirmed so far," he stated.

Ribadu report leakage planned to embarrass govt – Presidency

Mallam Nuhu Ribadu

The leakage of the report of the Mallam Nuhu Ribadu-led committee that probed oil and gas transactions covering 2002 to 2012 and which uncovered widespread corruption and abuse of processes, is meant to embarrass the government.
The Presidency said this while reacting to the publication of excerpts from the report by an international news agency, Reuters, and local media outfits on Wednesday.
The Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, said the excerpts from the report could not be taken as an official document because the committee had not formally submitted its report to the appropriate authority.
Abati said as far as the Federal Government was concerned, the report in the public domain was suspicious.
He said if indeed the published report was the committee’s genuine work, whoever leaked it to the press did not mean well and was out to embarrass the government.

Fuel scarcity: Marketers dare DPR, adjust meters upwards

Director, DPR, Mr. Osten Olorunsola

Oil marketers in the country have been flouting the directives of the Department of Petroleum Resources by tampering with pumps in their filling stations in order to hoodwink customers into believing that they are buying petrol at the official N97 per litre, whereas they are actually paying more.
Majority of the filling stations that were previously selling petrol above N97 per litre, our correspondent learnt, had devised a new method of operation – opening up for business in the evenings to beat DPR officials going around for undercover monitoring during daytime.
However, the President, Nigeria Union of Petroleum and Natural Gas Workers, South-West branch, Alhaji Tokunbo Korodo, who spoke to our correspondent on the telephone, said most marketers were currently buying fuel above the ex-depot price of N87.90 per litre.

Before resolving to issue an ultimatum to the President, the House had in its July 19 sitting condemned the poor implementation of the 2012 budget, lamenting that as of July, the budget had achieved a mere 34 per cent performance.

Policemen attempted to rob us –Bureau de change operators

Some bureau de change operators on Allen Avenue, Ikeja, Lagos State, have accused some policemen of attempting to rob them.

The traders, who spoke with our correspondent on Wednesday, said the policemen, numbering four, were in mufti when they besieged the area.

One of the traders, who craved anonymity, said when the policemen stormed bureau de change section of Alade Market, they gave the impression that they wanted to change some foreign currencies into naira.

As efforts were being made to change the money, he said the policemen ordered the operators to lie on the floor.

Asked how he knew that the men were policemen, the operator said some of his colleagues identified one of them as Sheu, a policeman.

The trader told PUNCH Metro, "When they came they said they wanted to change 5,000 Euros. We did not think anything was wrong until they suddenly asked people to lie down and shot into the air.

"One of the men was wearing an earring. Some of us ran away but we recognised one of them, Shehu, a policeman. We immediately shouted his name and the men quickly rushed into the danfo bus they brought."

Our correspondent learnt that when the men ran into the bus, they quickly put on bulletproof vests, which the traders insisted bore resemblance to those used by policemen.

The trader said the men shot into the air and fled the market.

Meanwhile, a young bureau de change operator in the area known simply as Tijani, was shot dead on Tuesday by an armed robber.

Our correspondent learnt that the robbers, who operated on a motorcycle about 4pm, had trailed Tijani from a bank.

Before killing him, one of the robbers snatched the money Tijani had gone to withdraw while the other one shot him.

One of Tijani's colleagues, who declined to give his name for security reasons, said he did not know how much his colleague had gone to withdraw.

He said, "I think the robbers must have trailed him from the bank. He boarded a tricycle and one of the robbers followed him and tried to snatch the bag from him.

"While they were struggling, the other robber, who had been following the tricycle on a bike, pulled out a gun and shot Tijani in both legs and stomach."

Tijani's friend, who spoke pidgin English said people who had been attracted to the scuffle fled immediately the bureau de change operator was shot.

It was learnt that the victim who was from Kebbi State had been buried by his colleagues on Tuesday night.

A motorist, Rotifa Adeagbo, said he was about turning towards the Allen Junction when the incident happened.

When contacted, the Public Relations Officer of the police command in the state, Ngozi Braide, advised the traders to report to the nearest police station or the office of the Commissioner of Police if they were sure one of the men is a policeman.

"I have not heard anything about this matter. But if the traders are sure the suspected robbers were policemen, the proper thing is for them to reportl," she said.

She confirmed that one of the operators was shot on Tuesday but said she was not informed that he died.

"He was rushed to the hospital but I cannot confirm if he is dead since there has not been an official report on the incident," Braide said.

Money laundering: EFCC tenders 19 statements against Ikuforiji

The Economic and Financial Crimes Commission on Wednesday tendered 19 statements before a Federal High Court in Lagos in the money laundering charges preferred against the Speaker of Lagos State House of Assembly, Mr. Adeyemi Ikuforiji.

The statements, tendered through an operative of the EFCC, Adebayo Adeniyi, at the commencement of trial, were authored by Ikuforiji, some of  his colleagues in the Lagos Assembly and other individuals interrogated by the agency in the course of investigating a petition against Ikuforiji in June 2011.

Adeniyi, the first prosecution witness and a member of the investigation team, was  silent on the author of the petition. He did not also give any indication of the content of the statements.

Two of the statements were made by Ikuforiji and another two by his co-accused, Oyebode Atoyebi.

Members of the House of Assembly whose statements were also admitted as exhibits are John Ajibola, Akande Lola, Bolaji Yusuf Ayinla, Kolawole Musibau, Abiru Rotimi and Abdurrazaq Balogun.

Statements of civil servants, who are key officers of the House, were also part of the 19 admitted by the court.

The civil servants are Adewale Olatunji, Ganiyu Abiru, Toyin Atekoja, Latona Folashade, Tijani Maruf and Lambo Abosede.

The admissibility of the statements was not objected to by the defence team led by Tayo Oyetibo, SAN.

Led by the EFCC prosecuting counsel, Godwin Obla, the witness said his team also obtained documents from officials of the Lagos State House of Assembly and some members of the Assembly.

"We also obtained some of the documents from the Clerk of the House of Assembly. The documents comprise cash release vouchers, minutes relating to payments, and payment confirmation list," Adeniyi said.

He was in the process of tendering a bunch of documents described as cash register, when Obla noted that although it was certified, the documents were not properly paginated.

Obla therefore sought for an adjournment to enable the prosecution to tidy up the documents, a request the presiding judge, Justice Okechukwu Okeke, granted.

The judge has fixed November  6 for continuation of trial.

The EFCC had preferred 20 counts of money laundering against Ikuforiji and his Personal Assistant, Atoyebi, accusing them of accepting cash payments from the Assembly to the tune of N501m without going through any financial institution.

Lagosians trek as okada ban, fuel scarcity bite harder

With the restriction of okada on some routes and the worsening fuel scarcity in Lagos State, many Lagosians who were stranded trekked to their destinations on Wednesday.

Also, motorists were held up for hours following gridlock on most major roads. Lagos-Ibadan Expressway towards Seven-Up, Yaba, Iyana Ipaja, Ikorodu Road, Oshodi-Apapa Expressway, Lagos-Abeokuta Expressway, Oba Akran Avenue, Oba Ogunnusi Road in Ogba among others witnessed traffic snarl.

Findings by our correspondents showed that the gridlock was as a result of motorists struggling to buy fuel at some filling stations, ban on okada in some routes and Sallah rush.

At Oando filling station, Oba Akinjobi Way, Ikeja and at Total filling station in Ojota, where fuel was being dispensed, the queues took over a large part of the road causing gridlock.

Some motorists and commuters, who spoke with our correspondents, also attributed the situation to the Lagos State Government new traffic laws.

They said the policy was not well thought out because it had only imposed hardship on the people.

"I really don't know the purpose of a law. Is it to make the people suffer or to provide relief? a woman, who gave her name as Janet, said in Ogba.

Janet said she usually took okada as buses do not ply her route.

A motorist, Emmanuel Achubi, told one of our correspondents, that he had to call his office that he would be late for work after being held in traffic for about two hours on the Apapa-Oshodi Expressway.

Another road user, Niyi Onanubi, said, "Higher fares, stranded commuters; these are what you get when a few people think they know what's best for 18 million others."

A university teacher, who declined to give his name, said the traffic snarl could be partly blamed on the forthcoming Sallah festival.

"I could not get to any office today (Wednesday) because of the gridlock. Apart from the fuel scarcity and ban on commercial motorcyclists, I think Sallah rush contributed to what people experienced on the roads," he said.

Commercial bus drivers cashed in on the situation to hike their fares from between 50 to 100 per cent.

The transport fare for Ikeja-Yaba route increased from N120 to N200 while Ketu-Ikorodu was hiked from N100 to N200.

A Bar Beach-bound passenger, who identified himself simply as Cosmas, lamented the traffic situation in the state.

Cosmas said, "From CMS to Bar Beach/Eko Hotels, we used to pay N100 but now, drivers have increased it by 100 per cent. The most worrisome is that as short as the distance is, it will take you close to one and a half hours to get there because of gridlock.

"Okadas, which used to help us in such a situation, have been chased away. Government must rescind its decision in the interest of the people. We are suffering seriously and the situation cannot continue like this."

A commuter, Jide Adeyemi, said the ban on okada had increased the number of people commuting by bus.

"Apart from the transport fare being too exorbitant the buses are not even available. I have been standing here waiting for a bus to convey me to my place of business for about an hour with no success," he said.

But a commercial driver, John Sogo, said the hike in fares was as a result of petrol scarcity.

He said, "It's not our fault. I woke up as early as 5am today (Wednesday) in search of fuel today and on getting to my turn after queuing up for hours, they told me that they had ran out of supply.

"I eventually bought 10 litres for N2, 000 from black marketers. In all fairness, we are left with no choice but to adjust the fares we charge."

There was also much pressure on the Bus Rapid Transit services as passengers cramped onto the buses. Many would-be commuters were seen in long queues awaiting BRT buses.
